Cullen, who played for Bedfordshire last season and for Wiltshire in 2023, replaces the experienced Wayne White who has stepped down after five productive seasons with Cambridgeshire.
White, the former Derbyshire, Leicestershire and Lancashire all-rounder, joined Cambridgeshire in 2021 having previously played for Cheshire in 2017 and 2018 and Devon in 2019.
In his eight seasons of National Counties cricket White made more than 3,600 runs across the formats – including four centuries – and took 169 wickets.
Cambridgeshire have yet to decide who will replace White as captain of their NCCA Cluberly Championship side but they have appointed former Leicestershire slow left-armer Jamie Sykes at their new captain in white ball cricket.
Sykes, 33, first played for Cambridgeshire in 2010 and rejoined them in 2018 after five seasons with Leicestershire.
Cambridgeshire have also elected Ajaz Akhtar, the second-highest wicket-taker in their history, as the county’s new chairman. Akhtar, who is also a director of the NCCA, succeeds Simon Seabrook who has stepped down after eight successful years in post.
Meanwhile Buckinghamshire, the NCCA Cluberly Championship title holders, have recruited batter Josh Lincoln from neighbours Berkshire.
Lincoln, 28, has played for Berkshire since 2021 and made his maiden century for them in the drawn Championship final in 2024 when they shared the title with Staffordshire.
Lincoln is the younger brother of former Middlesex and Kent wicketkeeper batter Dan who left Berkshire last week having stepped down as both their captain and as a player.
Buckinghamshire have also signed former Sussex batter/offspinner Bertie Foreman who was released by the south coast county at the end of last season.
